As a bottom-up and integrated instrument, Community-led local development (CLLD) is very effective for designing and implementing policies for the sustainable and endogenous development of local areas. Through the active and broad participation of all local stakeholders and the public, it has the potential to solve European needs by local means and, as a result, build up the legitimacy of the EU.

Integrated territorial development is one of the priorities of the CoR. The CLLD multifund approach as a new EU tool for 2014-2020 has not been used by Member States to the extent expected. This opinion aims to look for reasons, analyse challenges and problems connected with CLLD multi-fund implementation and give recommendations for the scheme for setting up and implementing the tool in the 2021+ programming period.

The territorial dimension of EU policies using integrated instruments (ITI, CLLD) should be strongly supported according to the proposals for cohesion policy post 2020. The opinion will analyse current challenges and give recommendations for the scheme for setting up and implementing the tool in the next programming period to boost local development in EU regions. It is necessary to speed up ITIs and CLLDs so they are operational as of the beginning of the next programming period, because they are capable of bringing more support to local initiatives and strategies.
