Hanna Zdanowska, Mayor of Łódź, has been appointed as Rapporteur by the European Committee of the Regions’ Commission for the Environment, Climate Change and Energy (ENVE) on the ‘Action Plan for Affordable Energy’.

Following her appointment, she highlighted the need to balance climate ambitions with local realities:

“There is no doubt that we have to stay ambitious on climate issues, but at the same time, we as local authorities have to be closer to our inhabitants and entrepreneurs more than ever before, keeping an eye on their needs and challenges, ensuring good quality of life, and supporting their competitiveness and green transformation.”

Background

As part of the Clean Industrial Deal, the European Commission presented the Affordable Energy Action Plan on 26 February 2025. The plan is built on four key pillars:

Lowering energy costs for all
Completing the Energy Union
Attracting investments and ensuring delivery
Being ready for potential energy crises

The Action Plan outlines 8 key actions, many of which will be implemented in 2025:

1️⃣   Making electricity bills more affordable
2️    Bringing down the cost of electricity supply
3️    Ensuring well-functioning gas markets
4️    Enhancing energy efficiency and delivering savings
5️    Completing the Energy Union
6️⃣   Introducing a tripartite contract for affordable industrial energy
7️    Guaranteeing security of supply for price stability
8️    Strengthening crisis preparedness for energy price shocks

As Rapporteur, Hanna Zdanowska will play a key role in shaping the CoR’s position on the Action Plan, ensuring that local and regional voices are heard in the EU’s energy transition.
