Members of the Committee of the Regions met in the 131st  Plenary session on 8-10 October 2018 in Brussels. The Plenary session took place during the 16th European Week of Regions and Cities (EWRC). On 8 October, members of the CoR participated in the opening session of the EWRC at the Square conference centre, with the participation of Jean-Claude Juncker, President of the European Commission. On 9 October, the CoR Plenary session saw a debate on the State of the Union from the view of regions and cities with Antonio Tajani, President of the European Parliament, and Karl-Heinz Lambertz, President of the European Committee of the Regions. President Michael Schneider took part in this debate on behalf of the EPP CoR. The 8 EPP-led opinions adopted during the Plenary session were:

• Reflecting on Europe: the voice of local and regional authorities to rebuild trust in the European Union, rapporteurs Markku Markkula, City councillor of Espoo and First Vice–President of the European Committee of the Regions (EPP/FI) and Karl-Heinz Lambertz (BE/PES), President of the Committee of the Regions
• The Multi-annual Financial Framework package for the years 2021-2027, rapporteur Nikola Dobroslavic, Prefect of Dubrovnik-Neretva County (EPP/HR)
• Clean ports, clean seas - port reception facilities for the delivery of waste from ships, rapporteur Spyros Spyridon, Municipal Councillor of Poros (EPP/EL)
• Proposal for a single-use plastics directive, rapporteur Sirpa Hertell, Espoo City councillor (EPP/FI)
• Mainstreaming sport into the EU agenda post-2020, rapporteur Roberto Pella, Mayor of Valdengo and Deputy Vice-president of the National Association of Italian Municipalities (EPP/IT)
• Fair Taxation Package, rapporteur Paul Lindquist, Commissioner of Stockholm County Council (EPP/SE)
• Digital Education Action Plan, rapporteur Domenico Gambacorta, President of the Province of Avellino (EPP/IT)
• A new deal for consumers, rapporteur Samuel Azzopardi, Councillor, Rabat Citta Victoria, Local Council, Gozo (EPP/MT)
