The Committee of the Regions' first Plenary session of 2019 takes place on 6-7 February in the Hemicycle of the European Parliament. The first day kicks off with a debate on the future EU programmes for education, culture, youth and sport with Tibor Navracsics, Commissioner for Education, Culture, Youth and Sport. Other topics include a presentation of the priorities of the Romanian Presidency, as well as a resolution on Combating hate speech, following the tragic murder of Paweł Adamowicz, Mayor of Gdansk and member of EPP-CoR in January. There are eight opinions by EPP-CoR rapporteurs to be adopted during the Plenary session:

• Creative Europe and a New European Agenda for Culture, by rapporteur János Ádám Karacsony, Member of Tahitótfalu council (EPP/HU)
• A renewed European Agenda for Research and Innovation, by rapporteur Birgitta Sacrédeus, Member of Dalarna County Council (EPP/SV)
• Artificial Intelligence for Europe, by rapporteur Jan Trei, Mayor of Viimsi Rural Municipality (EPP/EE)
• Tackling online disinformation: a European Approach, by rapporteur Olgierd Geblewicz, Marshal of the Zachodniopomorskie Voivodeship (EPP/PL)
• Road safety and automated mobility, by rapporteur József Ribányi,  Vice-President of County Council of Tolna Magye (EPP/HU)
• Towards an 8th Environment Action Plan, by rapporteur Cor Lamers, Mayor of Schiedam (EPP/NL)
• Digitalisation in the Health Sector, by rapporteur Fernando López Miras, President of the region of Murcia (EPP/ES)
• Proposal for a Regulation on the European Border and Coast Guard, by rapporteur Anna Magyar,Vice-President of County Council of Csongrád Megye, (EPP/HU)
