Piero Mauro Zanin, President of the Regional Council of Friuli-Venezia Giulia and vice-President of CIVEX was appointed as rapporteur on the opinion on Better Regulation.

In his reaction Mr. Zanin said “I thank the President and colleagues of the CIVEX Commission for entrusting me with this opinion on Better Regulation, which is an opportunity for European regions to participate, through the Committee of the Regions, in the European Commission’s initiative for legislative simplification and quality legislation to reflect the aspirations of citizens and reduce burden from businesses. Good legislation is an engine for economic and social growth. The pandemic has made this objective more urgent than ever. It is essential to implement better regulation, at all levels and with all the useful tools, to re-establish the leading role of citizens and businesses in responding to the common challenges they face.”

The proposed timeline includes an exchange of views on February 16, adoption by CIVEX Commission on March 30, and adoption of the opinion during the plenary session in July.

The Communication on Better Regulation is included in the planning of the European Commission for adoption by the College on 9 December. Better Regulation policies are essential for effective EU policy-making and ensures that decision-making is open, transparent, involving citizens and stakeholders including the regional and local dimension. Better regulation should ensure that EU policies are based on evidence from the ground and that their impact is considered carefully. Reducing regulatory burden for citizens, businesses and public administration is another important task of this dossier. The CoR contribution to the better regulation is related to providing input for policy foresight as well as promoting the concept of “active” subsidiarity.
