Members of the European Committee of the Regions (CoR) from the European People’s Party (EPP) group took part in two debates on the European Commission’s Enlargement Package 2025, focusing on the Western Balkans and Türkiye, as well as Ukraine, Moldova and Georgia. Participants underlined that enlargement is not only a strategic geopolitical priority for the European Union but also a process that must deliver tangible results for citizens at local and regional level.

Bruno Hranić, Mayor of the Municipality of Vidovec (Croatia) and member of the EPP-CoR, stressed the importance of the security dimension of the enlargement process. He noted that the security architecture in several candidate countries has been undermined as a result of Russian aggression, and warned that the EU must ensure that enlargement strengthens – rather than weakens – the Union’s overall stability.

Marcin Kuchciński, President of the Warmińsko-Mazurskie Voivodeship (Poland), emphasised the crucial role of cities and regions in the accession process. He recalled that EU integration is not negotiated only in Brussels but must translate into real change in municipalities, cities and regions. Drawing on Poland’s own experience, he underlined that decentralisation and strong local governments are essential to implement reforms, apply EU standards and ensure the effective use of EU funds.

EPP-CoR members reiterated that local and regional authorities are essential partners in the enlargement process. Empowering cities and regions, improving administrative capacity and strengthening democratic governance at all levels will be crucial to ensure that enlargement contributes to stability, prosperity and resilience across Europe.
