Climate change is one of the greatest threats of our time: our planet is warming with human activity contributing to this. This situation requires that we all change our behaviour in order to curtail rising temperatures. Local and regional governments are critically important partners in achieving this with responsibility for more than 70% of climate change reduction measures: from better air quality, energy, transport systems to green growth.
13 of our EPP Group members became CoR Covenant of Mayors Ambassadors today, committing themselves to promote local and regional action against climate change: Åsa ÅGREN WIKSTRÖM (SE), Malina Edreva AUDOIN (BG), Jesús GAMALLO ALLER (ES), Sirpa HERTELL (FI), Mihkel JUHKAMI (EE), Dimitrios KALOGEROPOULOS (EL), Andrius KUPČINSKAS (LT), Michel LEBRUN (BE), Dimitris MARAVELIAS (EL), Markku MARKKULA (FI), Pedro Antonio SÁNCHEZ LÓPEZ (ES) and István ZACHARIAŠ (SK). They will demonstrate how ambitious and committed regions and cities are in contributing to Europe's energy transition and the fight against global warming.
At the event launching the initiative today, EU Climate and Energy Commissioner Miguel ARIAS CANETE underlined that "local and regional authorities are crucial in delivering climate and energy solutions on the ground". He proposed the upcoming COP 22 conference to be a good place to showcase their success stories as well as results of the Covenant of Mayors Ambassadors Initiative.
In response, CoR President, Markku MARKKULA has called on the European Commission to strengthen the Covenant of Mayors' strategic role in climate and energy policies as a means of spreading the model of multilevel governance. While praising the number of Covenant of Mayors signatories, he called others to join forces and extend the list "we now call on every town and region to take up the mantle and join the Covenant".
Taking part in the forum debates Michel LEBERUN, CoR rapporteur on a New Deal for Energy Consumers, who chaired the discussions between the ambassadors and Commissioner, presented advancements of his own municipality of Viroinval in energy saving. In addition, the Mayor of Santander, Iñigo DE LA SERNA HERNÁIZ noted the positive role of the recently adopted Urban Agenda of the EU should bring in applying multilevel governance model to tackling climate change. Finally, Pascal MANGIN, CoR rapporteur on Energy Union called for a comprehensive energy policy that takes into account the challenges faced at the local and regional level, and how solutions can be found together with national and European levels: "it is important to link the energy policy with the climate policy to meet the challenges of the future" he underlined.
The Covenant of Mayors was launched in 2008 and voluntarily commits cities and regions to meet and exceed EU climate and energy targets currently set at cutting 20% greenhouse gas emissions from 1990 levels, reaching 20% of EU energy from renewables and 20% improvement in energy efficiency by 2020. To date more than 6,700 authorities - representing more than 200 million people - have signed up.
